To calculate the flops/s, how many flops should I consider the sqrt to be?

You can assume it's one flop as it's implemented as a machine instruction. It is unknown how exactly this function is implemented in the hardware.
In general, in such cases you can make reasonable assumptions if you describe them properly so that your line of though can be reproduced.
